The current basic OPSTC rate is 21.5% of qualifying Ontario production expenditures. Unlike a simple discount on a final bill, production incentives are part of a larger financing decision that producers compare across jurisdictions before a project commits to a location.
Why crew care
For working crew, the policy question is less abstract than the phrase “tax credit” makes it sound. When Ontario wins a production, the spending reaches stages, locations, equipment houses, transportation, construction, catering, accommodation and thousands of workers across departments.
The current Crew Voice campaign asks the province to increase the OPSTC from 21.5% to 25%. The purpose of the campaign is straightforward: keep Ontario competitive for service production and sustain skilled screen-industry employment.
Production incentives are only one factor
Tax incentives do not decide every production. Studios and producers also weigh exchange rates, stages, locations, crew depth, infrastructure, travel, weather, schedules and creative needs. Incentives matter because they are one of the large, measurable costs that jurisdictions can directly influence.
